Continuing the carrot and stick approach to international trade, Premier LI KEQIANG told poorer EUROPEAN and LATIN AMERICAN nations that CHINA would likely invest in their countries and import their products if they promised to buy CHINESE products over the next five years, CHINA is looking to invest more than $1 trillion in eastern EUROPE and LATIN AMERICA and import more than $10 trillion in commodities, state-backed news site CHINA Daily reported.

Speaking at the fourth summit of CHINA and central and eastern EUROPEAN countries in SUZHOU, LI addressed the heads of 16 central and Eastern EUROPEAN nations. He said CHINA could help provide more flexible funding conditions to those countries as well as to some countries in LATIN AMERICA to upgrade their infrastructure, as long as they use CHINESE equipment and products, according to the state paper.

He also said CHINA was exploring the possibility of establishing a multilateral financial institution with Central and EASTERN EUROPEAN countries as well as countries in LATIN AMERICA, as well as a joint fund that would be denominated in CHINESE yuan.

THE WEST AND ITS INVESTMENT BANKS

ENTIRE ECONOMY OF THE WESTERN BLOC IS BASED ON FINANCIAL INSTITUTIONS

A cursory look at the economy of the WESTERN bloc shows it has still retained some of its high-tech manufacturing base but it is losing fast to the cheaper and equally robust manufacturing base of the BRICS nations. 

Everything is made in CHINA these days, except: microprocessors, software, a few internet giants, some pharmaceutical products, Big Oil products and the all-important military hardware and the defense production industry. 

Aside from these, the entire economy of the WESTERN bloc is based on financial institutions, the investment banks like: JPMORGAN CHASE, CITIGROUP, BANK OF AMERICA, WELLS FARGO, AND GOLDMAN SACHS (IN THE UNITED STATES), BNP PARIBAS AND AXA GROUP (IN FRANCE), DEUTSCHE BANK AND ALLIANZ GROUP (GERMANY), BARCLAYS AND HSBC (UK).

IT IS EASY TO BUILD AND DISMANTLE AN ECONOMY BASED ON FINANCIAL SERVICES

We need to understand the implications. It takes time to build a manufacturing base, but it is relatively easy to build and dismantle an economy based on financial services. What if TAMIM BIN HAMMAD AL-THANI (the ruler of QATAR) decides tomorrow to withdraw his shares from BARCLAYS and put them in some Organization of the Islamic Conference-sponsored bank, in line with Sharia? What if all the Sheikhs of the GULF COOPERATION COUNCIL (GCC) withdraw their petro-dollars from the WESTERN financial institutions? Can the fragile financial-services based WESTERN economies sustain such a blow? 

We need to look for comparative advantages and disadvantages here. If the vulnerable WESTERN economy is its biggest weakness, what are its biggest strengths? The biggest strength of the WESTERN bloc is its military might. Got to give credit to the WEST: they did which nobody else in the world had the courage to do; they privatized their defense production industry. And as we know, privately-owned companies are more innovative, inventive and in this particular case, lethal. But having power is one thing; and using that power to achieve certain desirable goals is another.

James S. Henry is a leading economist, attorney and investigative journalist who has written extensively about global issues. James served as Chief Economist at the international consultancy firm McKinsey & Co. As an investigative journalist his work has appeared in numerous publications like Forbes, The Nation and The New York Times. He was the lead researcher of the recently released report titled 'The Price of Offshore Revisited.'

JESSICA DESVARIEUX, PRODUCER, TRNN: Welcome to the Real News Network. I'm Jessica Desvarieux in Baltimore.

Wall Street is celebrating this week after Argentina elected a new conservative president. Conservative opposition leader Mauricio Macri beat the ruling party candidate by a 51-48 percent margin. The change in government could end a decade-long battle between hedge funds and Argentina over huge debt payments. You may remember back in 2001 Argentina set a record by defaulting on $95 billion worth of loans. Their economy tanked and vulture capitalists like Paul Singer swooped in and purchased nearly worthless debt after the default. Then they waited while the debt gained value, and now they want full repayment. A plan this new administration is more amenable to than sitting president Cristina Fernandez de Kirchner. She and her party have refused to pay the hedge funds for the past twelve years.

Here to give us more context is our guest James Henry. James is a leading economist, attorney, and investigative journalist who has written extensively about global issues. Thanks for joining us, James.

JAMES HENRY: You're very welcome.

DESVARIEUX: So James, Paul Singer, who I mentioned in the intro, he wants Argentina to pay back at least $1.5 billion. Why shouldn't they pay back these hedge funds? I mean, a New York judge recently said they should. So do you agree?

HENRY: No, I don't. I think, you know, governments don't have a bankruptcy court, unlike the rest of us. And so when they get into deep debt problems, by virtue in this case of the previous neoliberal government in Argentina under my classmate Domingo Cavallo, they ran up a huge foreign debt that they just could not service. And there was no place for Argentina to go other than to restructure that debt on its own. So they issued new bonds in 2004, and 95-98 percent of the bond owners, the creditors, that had bought Argentina debt, Argentine debt before, accepted those bonds and the terms of the bonds.

Paul Singer actually didn't buy the bonds that he owns in 2004-2005. He waited till 2008 and purchased them for $48 million. And today he's claiming the face value of the bonds he bought back then at $1.5 billion. So you know, that's--it's really a basic fault of the international system that we don't have a bankruptcy court for a government where they can work out reasonable payment terms and figure out how to restructure debts. Because every government in the world, including our own, gets into debt problems. But Argentina has a history of indebtedness. In the 1970s about half of the 2001 debt, $180 billion, came from the military junta during the 1970s. Nobody even knows where that money went, about $88 billion was inherited by the succeeding democratic government. And you know, it's outrageous to deny Argentina the right to restructure those odious debts.

But in fact, one of the good things about the Kirchner government, I mean, you can criticize them for being, you know, letting inflation getting out of control more recently, and corruption problems have emerged over a 12-year period. But one of the great legacies of this Kirchner government is that they reduce the debt to practically nothing. 
I mean, the current net public debt over looking at reserves for Argentina is less than $25 billion.

HENRY: So I think the fact--what people are really worried about here, in fact, is that the Macri government might come in and do what previous neoliberal governments and military junta did, which is to run up the debt as an alternative to raising taxes.

DESVARIEUX: What is the new president proposing? How does he propose to handle the debt, and can you just speak briefly about how the Kirchner administration handled the debt?

HENRY: Well, they've engaged in this bond restructuring, and they stubbornly refused to negotiate with Singer, because it would make a, it would set a bad precedent. They were supported, by the way, with hedge funds all over the country that are basically supporting the Argentine position, as well as leading economists like Joe Stiglitz. I mean, I don't know of a single Western economist that, or even at the IMF, who doesn't agree that the vulture capitalists need to be put out of their misery.

But Macri has indicated that he's going to get beyond this issue and basically settle with Singer. And so, you know, because discussions will probably lead to a payout for Singer and he'll realize a huge return on this $48 million.

DESVARIEUX: All right. Let's turn the corner a bit, James, and let's talk about an alternative plan that would give everyday Argentines a more prosperous future. Considering, as you said before, massive inflation is happening in Argentina right now, declining cash reserves, and really a meager economic growth some say due to exclusion from the global markets post-default. Do you agree with that assessment, and what should be done to address the clear economic woes that the country currently faces?

HENRY: Well, one of the opportunities for Argentina is that their own citizens have about $400 billion offshore of private wealth that they've kept outside of the country. So I would love to see a government that was able to attract that investment back to Argentina. I think there's tremendous growth potential there. They have enormous resources, including, you know, some of the largest untapped oil reserves in the south.

This government has talked a good game. But I think in terms of mounting a concrete economic strategy to compete, they've lost a lot of opportunities, and they've been riding the backs of the commodity boom and the China growth spurt during the last decade. So you know, Argentina is a country with a very well-educated labor force. They have enormous natural resources. It's practically empty Much of the country is, you know, there's enormous agricultural potential there. But they have a, they've had a consistent--the whole century of sort of bad governance. The Kirchner government I think was actually relatively adept at solving certain problems, like I mentioned, with debt.

But on the tax front, one clear thing that they need to do is a tax reform not only reducing payroll taxes, which are exorbitant, but to have taxes, actually a more fair tax system that takes advantage of all this wealth that many wealthy Argentines have offshore. I would say focusing on the tax system would be one of the first priorities.

DESVARIEUX: Okay. James Henry, thank you so very much for joining us.

TURKEY AND RUSSIA – JUST SABRE RATTLING OR LEGITIMATE THREAT?

TURKEY SUSPENDS FLIGHTS OVER SYRIA, RUSSIA LAUNCHES ELECTRONIC WARFARE AGAINST ANKARA

The bitter verbal and military clash between MOSCOW and ANKARA spiraled further Friday, Nov. 27. RUSSIAN LT.-GEN.EVGENY BUZHINSKY announced that following the downing of the RUSSIAN jet by TURKEY, “RUSSIA will have to resort to electronic jamming and other warfare equipment, including special aircraft with special equipment on board to protect our pilots from being struck by missiles.”

This was after TURKISH Prime Minister TAYYIP ERDOGAN warned VLADIMIR PUTIN “not to play with fire.”

The tension between MOSCOW and ANKARA was further ramped up by the following steps:

1. Turkey suspended its flights over SYRIA as part of its partnership with the US for air strikes against the Islamic State. According to DEBKAfile’s military sources, ANKARA decided to avoid the risk of being shot down by the highly advanced RUSSIAN S-300 and S-400 anti-air missile systems newly deployed to SYRIA.

2. The RUSSIAN Foreign Minister SERGEI LAVROV said that visa-free travel for TURKISH citizens would be suspended starting from Jan. 1.

Thursday, the RUSSIAN police detained 39 TURKISH visitors attending an agricultural exhibition on the grounds that they had no licenses to contract business in RUSSIA. MOSCOW also announced tightened controls on TURKISH imports of food and farm products, and advised RUSSIAN holidaymakers to give TURKEY a wide berth.

3. More than 1,000 trucks loaded with TURKISH farm produce and industrial products for the RUSSIAN market are stuck at the GEORGIAN-RUSSIAN border.

4. While threatening the RUSSIAN leader, ERDOGAN also asked to meet him at the climate conference in PARIS next week. He must first apologize for the downing of the RUSSIAN warplane, PUTIN’S aide YURI USHAKOV said Friday. USHAKOV added that In PARIS, PUTIN will meet ISRAELI Prime Minister BINYAMIN NETANYAHU to discuss the SYRIAN crisis and ISRAELI-PALESTINIAN conflict. He will also meet GERMAN Chancellor ANGELA MERKEL for talks about SYRIA and UKRAINE.

THE AMERICAN SIDE, WHICH LEADS THE COALITION THAT TURKEY BELONGS TO, KNEW ABOUT THE LOCATION AND TIME OF THE RUSSIAN PLANES' FLIGHTS

On Thursday, the RUSSIAN leader said at a press conference with visiting FRENCH President FRANCOIS HOLLANDE, "The AMERICAN side, which leads the coalition that TURKEY belongs to, knew about the location and time of our planes' flights, and we were hit exactly there and at that time."

Such incidents are “…absolutely unacceptable," he went on to say.  "And we proceed from the position that there will be no repeat of this, otherwise we'll have no need of cooperation with anybody, any coalition, any country."

In the last two days, PUTIN has been found saying one thing and doing another: Although he declared that RUSSIA would not go to war with TURKEY for “stabbing it in the back, DEBKAfile’s military and intelligence sources report that since Wednesday night, Nov. 25, RUSSIAN heavy bombers and warplanes have been hitting every TURKISH vehicle moving or stationary inside SYRIA.

They bombed the BAB AL-HAWA border crossing, located on the TURKEY-SYRIA frontier, as well trailers and tractors parked in an area belonging to the TURKISH HUMANITARIAN RELIEF FOUNDATION, on the SYRIAN side of the border.

SÜMEYYE ERDOĞAN, the daughter of the TURKISH President apparently runs the Humanitarian Relief Foundation hospital camp inside TURKEY just over the SYRIAN border where TURKISH army trucks daily bring in scores of wounded ISIS JIHADISTS to be patched up and sent back to wage the bloody JIHAD in SYRIA…………

It was this group (a terrorist association in disguise) that five years ago organized a flotilla to break ISRAEL’S blockade of the GAZA Strip. The lead-ship the MARMORA was boarded by ISRAELI troops and 12 “aid workers” were killed in a clash, an incident that sparked a major clash between ANKARA and JERUSALEM. ERDOGAN then insisted he had never heard of the organization although their strong links were uncovered.

EFFECT AND CAUSE – CUTTING THE LIFE LINE OF THE REBELS

PUTIN has made no allegations. He simply sent his bombers to destroy the organization's vehicles and plough up their parking area on the SYRIAN side of the border. He also refuses to take calls from ERDOGAN.

All these circumstances are features of a very active war waged between the two countries - albeit on SYRIAN soil - since TURKISH warplanes downed the RUSSIAN Su-24.

In addition to punishing the TURKISH leader, RUSSIA’S massive military operations in SYRIA aim to degrade the rebel groups fighting the ASSAD regime. Heavy bombing sorties this week on the SYRIAN-TURKISH border are cutting off tens of thousands of rebels from their only source of fresh supplies of weapons, ammo, food and fighters, leaving them without a line of retreat and nowhere to send their wounded.

After a week or two of intensive RUSSIAN air strikes against TURKISH supply convoys crossing into SYRIA, DEBKAfile’s intelligence and military experts expect SYRIAN army, IRANIAN and HIZBALLAH forces to use the rebels’ plight for an all-out offensive to destroy them.

RUSSIAN CHESS GAME

Still, there is hope in some quarters that the RUSSIAN leader may change course. After meeting PUTIN at the KREMLIN on Nov. 26, President HOLLANDE touted their agreement to confine themselves to striking ISIS targets in SYRIA, not rebels. However, RUSSIAN military actions in SYRIA this week again showed PUTIN saying one thing and doing the opposite.

His bombers are not only settling accounts with ERDOGAN, but continuing to attack the SYRIAN rebel groups which received military aid from the US, FRANCE, SAUDI ARABIA, the UAE and ISRAEL, both in northern SYRIA and also in the south, only a few kilometers from SYRIA’S borders with ISRAEL and JORDAN.

ISIS militants were trained by US, and TURKISH Special Forces at secret bases in KONYA Province inside the TURKISH border to SYRIA, over the past three years. ERDOĞAN’S involvement in ISIS goes much deeper. At a time when WASHINGTON, SAUDI ARABIA and even QATAR appear to have cut off their support for ISIS, they remaining amazingly durable. The prime source of money feeding ISIS these days is sale of IRAQI oil from the MOSUL region oilfields where they maintain a stronghold. The son of ERDOĞAN it seems is the man who makes the export sales of ISIS-controlled oil possible.

Bilal ERDOĞAN owns several maritime companies. He has allegedly signed contracts with EUROPEAN operating companies to carry IRAQI stolen oil to different ASIAN countries. The TURKISH government buys IRAQI plundered oil which is being produced from the IRAQI seized oil wells. BILAL ERDOĞAN’S maritime companies own special wharfs in BEIRUT and CEYHAN ports that are transporting ISIS’ smuggled crude oil in JAPAN-bound oil tankers.

BAŞOL said the sect recruits members and provides logistic support to the radical ISLAMIST organization. He added that the Sect gives jihad training in neighborhoods of KONYA and sends those trained here to join ISIS gangs in SYRIA.
